Chapter One: Introduction

1.1 Background of the Study
Political campaign promises are an essential part of democratic elections, as they serve to outline the intentions and priorities of candidates and political parties. After elections, the extent to which these promises are fulfilled can affect the credibility of politicians and the trust voters place in the democratic process. In Bauchi Local Government, Bauchi State, political campaigns have historically been marked by promises related to infrastructure, education, healthcare, and poverty alleviation. However, the post-election fulfillment of these promises often falls short, leading to disillusionment among voters. This study will evaluate the relationship between political campaign promises and post-election accountability, focusing on Bauchi Local Government, and explore how these promises influence voter trust and political engagement (Yusuf & Tukur, 2024).

1.2 Statement of the Problem
Despite the prevalence of campaign promises, the gap between what is promised and what is delivered often undermines voters’ trust in political leadership. In Bauchi, many campaign promises remain unfulfilled, leading to questions about the mechanisms of post-election accountability. This study seeks to evaluate how political parties and elected officials in Bauchi Local Government manage their promises and how they are held accountable for their campaign commitments (Idris & Ahmad, 2023).

1.3 Objectives of the Study

  1. To assess the extent to which political campaign promises in Bauchi Local Government are fulfilled.
  2. To examine the mechanisms of post-election accountability for political promises in Bauchi.
  3. To evaluate the impact of fulfilled or unfulfilled campaign promises on voter trust in Bauchi Local Government.

1.4 Research Questions

  1. To what extent are political campaign promises fulfilled in Bauchi Local Government?
  2. What mechanisms ensure post-election accountability for political promises in Bauchi?
  3. How do fulfilled or unfulfilled campaign promises affect voter trust in Bauchi Local Government?

1.5 Research Hypothesis

  1. A significant portion of political campaign promises in Bauchi Local Government is not fulfilled.
  2. Effective post-election accountability mechanisms are associated with higher fulfillment of campaign promises in Bauchi.
  3. Unfulfilled campaign promises negatively affect voter trust in Bauchi Local Government.

1.6 Significance of the Study
This study will offer valuable insights into the dynamics of political accountability, particularly in the context of local government elections. By evaluating the extent of fulfillment of political promises and the accountability mechanisms in place, the study will contribute to the understanding of how political promises affect voter trust and engagement in democratic processes. The findings could inform future campaign strategies and public administration reforms.

1.7 Scope and Limitations of the Study
The study will focus on the evaluation of political campaign promises and post-election accountability in Bauchi Local Government. Limitations include difficulties in tracking the exact fulfillment of promises over time, as well as the potential for bias in participants’ perceptions of accountability.

1.8 Operational Definition of Terms

  • Political Campaign Promises: Pledges or commitments made by political candidates or parties during election campaigns, outlining their proposed actions and policies if elected.
  • Post-Election Accountability: The process by which elected officials are held responsible for fulfilling their campaign promises after they have assumed office.
  • Voter Trust: The confidence that voters have in politicians or political parties to act in the best interest of the public and fulfill their electoral commitments.
